Yes, multi window feature is still there. Your can often apps in both split screen view and pop up view . But some multi window features were removed.

In Android 9oreo, I have the Galaxy S 9 plus, but there is a button in the quick settings menu that says RECORD. What does this record? I turned it on, but couldn’t find any new files that got created because of this. What does it actually do?

Can you share a screenshot in our Facebook page? There is no record button in quick settings by default. But some apps may add a quick settings button.
